letter from Torrey Pines Community Planning Board to CALTRANS


CALTRANS is planning a new northbound exit from Hwy 56 to I-5, which is being challenged by the Torrey Pines Community Planning Board (TPCPB). TPCPB has formally requested an extension of time for public review of the 1-5/SR-56 DEIR (Draft Environmental Impact Report) to allow the community to fully understand the size and scope of the project and its relationship to the entire I-5 North Coast Corridor DEIR.

In a June 14 letter to CALTRANS from Dennis Ridz, Chair of the TPCPB, Ridz cites several reasons to grant the extension, which include that CALTRANS has failed to produce a viable Draft Environmental Document, or to produce the 3-D simulations of the alternatives that have always been part of the I-5/SR-56 Steering Committee format. Ridz also pointed out that noise measurements were last taken during 2004 and 2007, and questions why there are no more recent site surveys and noise measurements.
